The Assembly’s Public Safety Committee today approved an amended version of Senate Bill (SB) 680, which if enacted, would require individuals convicted of statutory rape to register for 10 years. Unlike the original version of the bill, the current version of SB 680 would not be applied retroactively. Instead, the bill would apply only to those convicted of PC 261.5 on or after January 1, 2026.
During today’s hearing, four board members and three members of ACSOL testified in opposition to the bill. Also testifying in opposition to SB 680 were representatives of the California Public Defenders Association (CPDA) and Initiate Justice.
Passage of SB 680 would undermine the Tiered Registry Bill and its considerable progress, according to the CPDA spokesperson. She added that there would be collateral impacts upon those required to register as well as members of their families. Further, she stated that individuals required to register under this bill would not be able to visit 31 states where the age of consent is less than 18 years old.
Senate Bill 680 is legal overreach that won’t make society any safer, according to the Initiate Justice representative. She added increasing punishment for those convicted of a sex offense will not reduce in the future incidents of sexual abuse.
Senator Susan Rubio, author of SB 680, stated during the hearing that she found the testimony of both organizations “offensive.” She added that victims need time in court in order to punish their perpetrators.
In his closing statement made during the hearing, Public Safety Committee Chairman Nick Schultz acknowledged that enforcement of SB 680 could be costly. He added that consideration of those costs would be addressed during a future hearing of the Assembly’s Appropriations Committee.
It has been reported that the budget for the State of California has a shortfall of $12 billion. If the Appropriations Committee does not approve SB 680, the bill will be terminated.
There’s always going to be one politician that thinks they can fix everything wrong in society by “allowing the victim to get retributuion”. Pathetic excuse for a person.

these people in the state government dont give a sh*t they are jacka**es plain and simple they wonder why a registry costs them so much because they keep pushing and approving bs laws then they complain it costs them a lot, good the more cost the better… the more overbloated the registry is the better it just shows thier bs and ignorance. just imagine how many bs garbage laws will be on the books in another 50 years… only way the registry will fully go away is for a civil war to happen.
Just think of how much worse this bill would be if not for ACSOL and Janice constantly beating the drum. It would be retroactive-city once again.
Thank you again, Janice, for all your help, education and support. A lot of people dodged a bullet, although a Tier 1 assignment would allow life to go on normally, for the most part. I’m glad to see the legislature finally spare some of us from retroactive requirements.
I see that the Appropriations Committee is now holding all the cards again. What poetic justice it would be if they could demand that some or all of the CASOMB recommendations be added, to save money.
If 261.5 is in tier 1 why is 288(c) in tier 3? It’s the same crime somebody make this make sense? 288(c) should be in tier 1 as well

Just wondering how on earth we are ever going to keep the public safe if we don’t register EVERYONE!
After all, they are highly likely to keep doing this illegal act being that the recidivism rate is so “frightening and high” based on The Supreme Court’s precious Lie to the world!
They should be so ashamed of themselves for the devastating destruction they have caused for millions of people in this country, that they are supposed to work for!
How do these so-called justices sleep at night knowing they have abused our constitution to ruin the lives of so many precious children?
